A small follow-up release: chapters and metadata text tracks marked `default` now activate reliably, fixing storyboard thumbnails that broke under hls.js when it cleared cues on manifest loads and media attaches ([#1216](https://github.com/videojs/v10/pull/1216)). That fix supersedes an interim workaround that had removed the `default` attribute from storyboard track elements ([#1211](https://github.com/videojs/v10/pull/1211)). The rest of the release is CI housekeeping.
